TY - THES N2 - The problem of sewage and waste disposal in Portland is, in reality, two definite and separate subjects of consideration. They must be studied as separate problems because the present sewage system is part of the City of Portland property, while waste disposal is as yet scattered between private and public organizations. Both of these problems have been studied by the Portland City Club. They have however concentrated most of their efforts on the garbage problem, leaving sewage to the City engineer, as it should be left.
