It deals with human lives and services which must be given away if individuals are unable to pay. All who need services of the hospital could be considered abnormal, physically or mentally or both. Friends and relatives of patients are often even more difficult to deal with and many are entirely unfamiliar with hospitals until services are needed. No problems could be more complicated than those arising out of such circumstances, and many new problems arise every day.
