This project examined inducement risk within the OHSU Knight Cancer Institute Community Outreach and Engagement Mobile Outreach Program and found that compliance risks are primarily linked to specific workflows rather than mobile outreach activities themselves. Using qualitative interviews, thematic analysis, and a review of relevant policies and literature, the study identified referral practices, documentation, communication, and follow-up processes as the most significant areas of potential risk. Findings suggest that inducement risk can be minimized through standardized workflows, clear documentation, patient-centered referral practices, staff training, and ongoing collaboration with compliance and legal teams, while continuing to improve access to care for underserved populations.
