This capstone project developed an enhanced community risk assessment to help Neighborhood Health Center create a coordinated Emergency Management Plan across its clinics. It analyzed regional hazards, vulnerable populations, healthcare access gaps, and hazard priorities across Multnomah, Washington, and Clackamas counties. The assessment identified flooding, windstorms, and cyberattacks as top-priority risks, with additional concerns including earthquakes, extreme heat, wildfire smoke, landslides, and power outages. Key recommendations include centralized incident command, stronger staff training, continuity planning, surge capacity improvements, and integrating emergency preparedness into routine operations to improve resilience and equitable access to care.
